The answer to your question is not just "yes" or "no"... 1.The Grand Kremlin Palace is the official residence of the President of Russia and is used for various ceremonies (diplomatic or state receptions; presentation of ambassadors' credentials; awarding ceremonies etc). Therefore, the Palace is open for visiting only occasionally - depending on the President's schedule. The tours are only guided and you'd better book your tour well in advance. 2. In most corners of the Palace you may freely take pictures. But in case some of the reception halls (there are five of them) is being technically prepared for a ceremony, your guide may recommend you against taking pictures. During my visit I could not take pictures in the most beautiful St George Hall... :((
